Can Foreigners Get a Mortgage in the Dominican Republic?
A foreigner mortgage in the Dominican Republic is possible. It is not the product most reservation forms imply, and it is not the same thing as a developer payment schedule with the word “financing” printed on it.
This is general information, not a loan offer and not legal or financial advice. A bank term sheet and a construction contract fail in different ways. Have your own lawyer read the one you are actually signing.
Can foreigners get a mortgage in the Dominican Republic?
The statute book does not ban non-residents from borrowing, and it does not ban them from holding title in their own name. The gate is the bank’s credit policy. On the east coast, a large share of foreign purchases still close in cash, or on a builder’s schedule, because a non-resident file is slower and stricter than buyers expect from a US, Canadian, or European mortgage desk.
Commercial banks here do book dollar loans and peso loans. Whether they will book yours depends on income they can verify, a down payment their policy accepts, a property they can appraise, and a borrower they can reach if payments stop. A passport and a sales offer are not that file.
If you already hold two written bank offers, leave this page and use the comparison sheet in our mortgage financing guide. That note is about reading a term sheet without inventing a national rate. This note is about whether a term sheet is the tool you should be holding at all.

USD bank lending versus a developer milestone plan
Put the two structures on one page before you let a sales gallery blend them into a single “monthly number.”
| Question | Non-resident USD bank loan | Developer milestone plan |
|---|---|---|
| What you are signing | A credit contract with a regulated lender | A purchase contract with the developer |
| Who carries the build risk | Usually you only draw against a property the bank will accept as collateral | You do. Payments often fund construction still in progress |
| Price of money | Rate, term, currency, and fees on a dated offer | Often marketed as “0%.” The cost is delay, specification drift, and exit limits |
| If the timetable breaks | The loan simply may not fund. You still need a closing path | Money already paid is inside the project. Remedies are whatever the contract actually says |
| What you own mid-stream | Typically nothing Dominican until closing and registration | A contractual right. Title may not exist yet |
| Best used when | The unit is (or will be) titled, and your income file travels | You are deliberately funding an off-plan buy and have priced that risk |
Do not add a bank rate to a milestone schedule and call the sum a blended mortgage. They fail in different rooms.
What a non-resident file is usually asked to prove
Banks differ. This article will not invent a down-payment percentage or a rate for Banco Popular, Banreservas, BHD, Scotiabank, or anyone else. Ask for the product name in writing. In practice, foreign files stall on the same points:
- Income the bank can document. Foreign tax returns, employment letters, and bank statements often need translation and an apostille. A screenshot of a brokerage balance is not a salary.
- Currency match. A dollar loan paid from dollar income is easier to explain than a peso loan paid from euros. The payment that matters is the one in the currency you earn, not the one on the brochure.
- Down payment. Non-resident loan-to-value is commonly tighter than resident policy. The only number that counts is the one on your offer.
- Collateral. A finished unit with a clear certificate is an asset a credit committee understands. A contract for a home that is still a drawing often is not. That is why off-plan buyers meet the developer’s cashier long before they meet a mortgage officer.
- Time. Underwriting a foreign file can outlast a reservation window. If the seller will not extend, the loan is a theory.
The banking supervisor’s public tool, SIMBAD, shows how rates on loans already disbursed differ by currency, term, and institution. How to use it without pretending it is your quote sits in the financing comparison. Your rate is the one a named bank puts on a page with a date.
How to price a milestone schedule
Treat every advance as a loan you are making to the developer. A lower price per square meter is not a return until you know what happens to the cash if the building slows down.
- Who receives each payment, into which account, and which document must exist before that payment is due.
- What happens to money already paid if the delivery date moves, the specification changes, or work stops.
- Whether you can assign the contract before a certificate of title exists. A ban on resale is part of the price.
- Whether the schedule runs ahead of the structure. Paying for a slab that is not poured is a credit decision, even when the gallery calls it interest-free.
Who the developer is, when title is promised, and what an association-fee estimate is worth are covered in the pre-construction and resale comparison. Use that list, then decide whether the discount pays you for the risk on it.

Cash, and borrowing at home, are still normal
Assume a Dominican bank will not fund your purchase until an offer says it will. Many foreign buyers either wire cash or borrow where their income and other assets already sit, then close the Dominican purchase free of a local mortgage. A home-country line is not free, and the foreign-exchange and tax consequences belong with your own adviser. It is often faster than forcing a local credit file into a four-week reservation.
Whichever path you use, transfer tax and the annual property tax (IPI) do not pause for financing. The thresholds and the reasons the transfer tax is not always “3% of the asking price” are in the property tax note. A lender may also ask for the registry papers described in our title guide. The loan, the tax, and the title are three reviews.
Before you sign a term sheet or a payment schedule
Ask for one page, in writing: currency, amount, the date of each cash movement, what you own after each payment, and what you lose if the timetable breaks. If that page cannot be written, you do not have financing. You have a conversation in a sales office.
Then set the Dominican offer next to the cost of borrowing where you already earn, in that currency. The smaller headline is not always the cheaper five years.
